Really sorry, I totally missed your question first time around!

In case it is still of interest, the answer is that the player moves all the units/formations which aren't going to end up in combat first (i.e. in the movement phase) and then moves the units which are going to end up in combat in the subsequent phase.

I haven't seen a polemeos Napoleonic game played so I have no idea what a 2 hour game would need S far as figures go.. For 6mm figures  why is a unit size, base width. I've not seen a basic idea of the game.

There are loads of Polemos games up on my blog.
